Our key experts specialize in renewable energy, energy efficiency, clean energy financing, energy policy, and project management. 

Laurie B. Navarro

LAURIE has over 35 years experience in technical, financial and market delivery of renewable energy systems in the Philippines. She had been the Team Leader of numerous clean energy projects funded by the USAID, WB-IFC, European Union, UNDP in the Philippines and in the South East Asia Region. She led the international team that conducted market studies on sustainable energy financing in Indonesia for IFC. She was also the Philippine Country Representative of the USAID – sponsored ECO-Asia Clean Development and Climate Program where she led policy dialogues on the implementation of the Renewable Energy Law. Concurrently, she was the Country Representative of the Private Financing Advisory Network (PFAN) which provided technical and business mentoring to local clean energy project developers and linked them to sources of equity and debt financing. At present, she is the Chief-of-Party of the USAID-funded project Alliance for Mindanao and Multi-Regional Renewable/Rural Energy Development 3 Program (AMORE). Ms. Navarro holds a BS in Chemical Engineering degree from the University of Santo Tomas, Manila, and is a Masters Candidate in Business Administration at the De La Salle University

Jessie L. Todoc

JESSIE has been developing and managing technical cooperation projects and partnerships in sustainable energy in the Philippines since 2010. These include programs for industrial energy efficiency, efficient household appliances, efficient power distribution, power quality, energy access, renewable energy, electrical safety. Since 2011, he has been directing a Southeast Asia Program on energy access and alternative energy. Mr. Todoc has over 20 years international research and consulting experience in sustainable energy, including technical assistance, capacity building on energy planning and policy development; market and policy research; financial, economic and sustainable development analysis of renewable energy projects; and design and development of research and technical assistance projects. He has also four years of experience in government service in energy regulation, planning and policy formulation. Mr. Todoc received numerous distinctions and scholarships in international business management, industrial economics, and electrical engineering. He received his Bachelor’s degree in Electrical Engineering from the University of Santo Tomas, a Master’s Degree in Business Administration from the Asian Institute of Technology, and a candidate for a Master of Science Degree in Industrial Economics from the University of Asia and the Pacific.

Elvira A. Tanchuco 

ELVIE started her career in the field of renewable energy in the early 1980s, having been involved in the electrification of a totally unelectrified island barangay in Aklan, in Western Visayas of the Philippines, using renewable energy technologies. After completing her formal training in alternative energy technologies from the University of Florida, USA, she was actively involved in the promotion of renewable energy applications, dissemination of solar energy devices throughout the country, and conduct of market studies on appropriate RE technologies using indigenous feedstock in various regions. For several years, she ventured into environmental management, and headed a team that successfully obtained for the company the first ever programmatic environmental compliance certificate from the Department of Environment and Natural Resources of the Philippines. Returning to the energy sector, her recent activities in RE / clean energy systems involve demand analyses for solar and biogas technologies, business planning for the productive uses of RE technologies in off-grid and on-grid areas, and operation of electric vehicles, among others. She has co-mentored two project proponents – a biomass power plant, and an electric vehicle operation – that were chosen as finalists in separate forums of the Private Financing Advisory Network (PFAN). She has been a project leader in local and international undertakings funded by UNESCO, UNDP, UNIDO, USAID, USTDA, and GEF.

Ma. Cecilia Rodriguez

CES specializes in community mobilization and social preparation, having worked for the USAID-funded Alliance for Mindanao Renewable Energy (AMORE) Programme and the EU-funded Access to Sustainable Energy Programme (ASEP). She held several positions while at AMORE, as the Regional Communications Officer, as the IEC and Knowledge Management Consultant, and as the Documentation and Reporting Manager. She was also the Community Preparation Expert of ASEP, implementing several renewable energy projects in Luzon and Mindanao. While at ASEP, she was instrumental in establishing the Solar Business Units in the project communities. She also formed local partnerships to ensure sustainability of the projects. She is currently based in Davao City and a faculty at the Ateneo De Davao University, teaching Community Communication, Development Communication, Social Marketing and Social Mobilization.
